Métier's Automated Exhibit 300 Scoring Consistent With OMB


Automated BY05 investment pre-scoring as high as 98% consistent with OMB passback scores


Métier, Ltd., an innovator in statistical project portfolio management software and services, today released new analysis on its WorkLenz Exhibit 300 automated scoring process. Results show that the automated Exhibit 300 pre-scoring functionality in WorkLenz was as high as 98 percent consistent with Office of Management and Budget (OMB) passback scores for budget year 2005 (BY05) investments.


WorkLenz uses existing data contained in the project portfolio to automatically populate sections of the submission and submit the data in OMB's required XML format. The software applies unique scoring algorithms to investment data to deliver objective analysis and accurate scoring BEFORE Exhibit 300s are submitted. Métier's recent analysis of several agencies' OMB passback scores from the BY05 funding cycle shows that these algorithms were extremely accurate in predicting actual investment scores. On average, WorkLenz scored each individual question within 90 percent of the actual score, with a first standard deviation between 82 and 98 percent.


Métier's advanced scoring capability is standard functionality in WorkLenz as part of the Portfolio Assessment Engine. The Assessment Engine allows organizations to use existing portfolio data to populate, pre-score and evaluate business case data to meet federal regulations. Métier's clients use this engine to create assessments and reporting against Exhibit 53, the Federal Information Security Management Act (FISMA), the Federal Enterprise Architecture (FEA) and a host of others. Forward-thinking agencies are currently employing this technology to prepare for the BY06 funding cycle. These organizations can use past actual performance data to automatically populate, continuously score and re-assess investments throughout the year to ensure funding.
